The Answer:

And, the answer for the the question is :

Dwight D. Eisenhower

Explanation:

[STC001054] Although Dwight D. Eisenhower was the only President to visit the observation deck at the top of the Gateway Arch in St. Louis, the arch is officially named after Thomas Jefferson in recognition of his role in the westward development of the country. In 1965, construction was finished on the arch that towers over St. Louis, Missouri, and is 630 feet in height. The Secret Service does not allow sitting presidents to travel to the top of the Arch due to the fact that it is an enclosed location; however, Eisenhower was determined to find a way around this restriction. In 1967, after delivering a speech in St. Louis, President Eisenhower paid an unscheduled visit to the Gateway Arch after tourist hours had ended. Contrary to the advise of the Secret Service, President Eisenhower took the tram to the top of the Gateway Arch, where he witnessed a vista of St. Louis that no other president has been able to witness since.
